「在可見的未來，美國依然會活在歐巴馬健保下」（Paul Ryan）
「在可見的未來，我們依然會活在歐巴馬健保下」，美國國會眾院議長萊恩（Paul Ryan）這麼說，等於承認，《交易的藝術》（The Art of Deal）作者川普執政後帶領的首個國會修法行動，宣告失敗。
共和黨對抗歐巴馬健保之戰已經打了7年。他們稱歐巴馬健保是社會主義產物、政府奪權，並指控歐記健保彷彿成立了「生死判小組」（death panels），因為官僚作業可能讓高齡美國民眾無法獲得應有的照顧。
歐巴馬還在任，得以動用否決權的時候，共和黨議員大概表決了50多次，期望撤銷歐巴馬健保，但心裡很清楚，表決不會帶來他們要的結果，但還是得做。
今年1月，川普就任，共和黨參眾兩院一把抓，便立刻宣布首要任務就是盡可能撤銷歐巴馬健保的所有規範，甚至還動用適用於特定預算法案的「快審通道」（fast-track）。因此，撤銷案飆速走完委員會備審程序，進入表決。
川普總統23日下達最後通牒，要求唱反調的共和黨眾議員要在24日前投票支持新法案。
但就在24日，眾院議長萊恩面色凝重宣布，由於太多共和黨成員反對，已經告知川普「目前最好的作法」是撤銷表決案。
選戰早已結束了，但從他的發言聽來，川普還留在選舉戰場上。
川普的巨大挫敗似乎再度暴露他和共和黨之間未解的緊張關係，2016年他雖然一一擊敗共和黨總統初選參選人，但他從來沒有贏得共和黨全體上下的心。
將自己武裝起來的川普，不願意接受這個事實。就選民認知，從總統到參眾兩院都已經是同樣的色系了，不就應該可以在美國政壇呼風喚雨嗎？
表決案撤銷後，川普沒有針對共和黨的不團結發表談話，而是短暫現身白宮橢圓形辦公室。選戰早已結束了，但從他的發言聽來，他還留在選舉戰場上：「歐巴馬健保即將被炸掉。任何人都無力改變這一點。」
川普預測，健保保費今年會巨幅增加，保險公司將逃離個人承保市場。「它（歐巴馬健保）會內爆，然後就會爆炸，這可不會是個漂亮的場面。民主黨成員也不想看到這個場面，所以他們也將伸手向外求援。」川普向來自信，在民主黨員們懇求加入協商、尋求歐巴馬健保的替代方案下，他可以推出「非常、非常好的法案」。
民調顯示，美國民眾反對共和黨版本的替代方案，然而川普視若無睹。而川普本次難堪的挫敗也暴露了一件事：當川普先生和共和黨國會議員稱歐巴馬健保是「災難」、傷害美國人，他們各有不同的動機。
眾議院保守派反對的，其實是歐巴馬健保中的大政府角色。他們不滿，歐巴馬健保禁止了先前常見的低保費，但保險範圍極不足的方案。
至於根本沒機會表決「川普版健保法案」的參議院共和黨議員中，也有許多人反對新法案。原因是歐巴馬健保影響了購買個人保險的民眾，同時利用聯邦補貼州政府的經費，大幅擴大適用醫療補助計畫（Medicaid）殘疾和貧窮民眾的範圍。
各州可以自行決定是否跟進擴大Medicaid適用範圍，但部分決定跟進計畫的聯邦議員們，卻捲入選區保險業的利益糾葛中，甚至有人買廣告抨擊議員。
至於川普攻擊歐巴馬健保的動機則簡單許多。共和黨認為健保既是人民的人權，也是人民的特權，但川普則沒想那麼多。打個比方，如果美國人要花比較少的錢，買沒有安全帶、安全氣囊和無法加裝嬰兒座椅的汽車，那是他們的事。聯邦政府無需說教，要民眾買比較貴的車。
川普不真的那麼關心政策，他其實更關心討好消費者和選民，說他們想聽的話。所以他會告訴美國民眾，他會推出很棒的新健保法，涵蓋更多人、保險內容更好，而且還幫你省荷包。
但直觀的想，用更便宜的價格買更好的東西，已然不合理，且這樣的說法根本牴觸共和黨本身的願景。
根據美國跨黨派「國會預算處」（CBO）評估，川普所支持的健保替代方案，將導致年輕和健康民眾為川普的特定死忠支持者支付超高額保費。
