Mueller, in First Comments on Russia Inquiry, Declines to Clear Trump
Robert S. Mueller III characterized his investigation of whether President Trump obstructed justice: “If we had had confidence that the president clearly did not commit a crime, we would have said so.”
Mr. Mueller called his report “my testimony” and said that he would not provide more information.
