County jails are struggling to deal with the country's burgeoning opioid crisis, according to the National Sheriffs' Association, which estimates the majority of their inmates struggle with addiction. "We have to physically, medically detox about 40 percent of our population as they come in off the street," says Middlesex County Sheriff Peter Koutoujian, "and probably 80 to 90 percent of our population inside has some type of drug or alcohol dependence." He says people shouldn't have to be jailed to get drug treatment but that society hasn't adequately addressed the issue. Some states hit hard by opioids, such as Rhode Island and West Virginia, are trying medicine to treat addicted inmates.
